Senior Programme Management Officer
Organizational Context
The Conduct and Discipline Service (CDS) within the Administrative Law Division (ALD) of the Department of Management Strategy, Policy and Compliance (DMSPC) in Nairobi is responsible for implementing UN standards of conduct. ALD provides legal advice, handles disciplinary matters, and supports managers in addressing conduct issues. CDS ensures personnel, especially in field operations, adhere to high standards, focusing on preventing and responding to misconduct, including sexual exploitation and abuse.
Job Purpose
The Senior Programme Management Officer, reporting to the Chief of CDS, plays a crucial role in upholding UN standards of conduct across the Secretariat. This position involves leading the development and monitoring of policies and guidelines related to conduct and discipline, providing expert advice, and deputy leadership within the Service. The role requires close collaboration with conduct and discipline teams, analysis of investigation reports, and appropriate action on disciplinary cases. A key function is coordinating policy development, ensuring coherence across UN peace operations personnel, and developing strategies to address conduct and discipline issues throughout the lifecycle of these operations. The officer will also supervise staff, manage outreach, and serve as a spokesperson to foster partnerships and ensure adherence to high standards of conduct.
Responsibilities
Lead analysis, policy development, and monitoring of conduct and discipline guidelines, proposing corrective actions and liaising with relevant teams. Provide expert advice on conduct and discipline issues and act as deputy within the Service. Support and advise conduct and discipline teams, particularly on ongoing case matters. Monitor, analyze, and review investigation reports, taking appropriate action on disciplinary cases and initiating corrective measures. Ensure gender mainstreaming in policies and actions. Coordinate policy development, drafting procedures, and consulting with internal/external entities to ensure coherence. Supervise the preparation of written outputs, including reports and studies. Direct support for meetings, including agenda setting and document preparation. Manage outreach activities, including training workshops and presentations. Develop strategies for addressing conduct and discipline issues in peace operations. Act as a spokesperson and establish partnerships. Ensure effective staff utilization, supervision, and development through guidance and mentorship. Lead data analysis to identify trends for planning and decision-making.
Work Experience
A minimum of ten years of progressive experience in human rights, law, project/programme management, or administration is required. This includes at least five years of experience analyzing conduct and discipline matters, and experience supporting field operations in complex or post-conflict environments. Experience with law and conduct/discipline for uniformed personnel, and reviewing investigation reports for policy formulation, is also required.
