Organizational Context
This position is within the United Nations Office on Drugs and Crime (UNODC) Country Office in Mexico (COMEX), based in Mexico City. The role operates under the Division for Operations (DO) and reports to the regional Programme Coordinator for the Passenger and Cargo Control Programme (PCCP), with overall supervision from the Representative of COMEX and guidance from the Senior Law Enforcement Expert. The PCCP aims to enhance border security by assisting law enforcement agencies in identifying high-risk cargo and passengers.
Job Purpose
The Programme Officer will support the planning, coordination, and implementation of the Passenger and Cargo Control Programme (PCCP) strategies and activities in Mexico. This involves providing technical expertise, coordinating with donors and partner units, and guiding local PCCP staff. The role requires designing work plans, managing data collection and analysis for effective decision-making, and overseeing project budgets. The incumbent will conduct field missions to assess needs and project efficiency, facilitate international cooperation, and organize training events. Additionally, the position involves developing information materials, undertaking fundraising, and promoting project expansion to new countries, all while ensuring compliance with UNODC procedures and reporting requirements.
Responsibilities
Key responsibilities include supporting the planning and execution of PCCP strategies and activities in Mexico, providing technical input, and coordinating with donors and partner units (PCUs, ACUs, LCUs). The role involves guiding and supervising PCCP staff, designing work plans, and managing the collection, analysis, and dissemination of statistical data. The Programme Officer will provide technical and administrative support for technical assistance activities, conduct field missions for needs assessment and implementation oversight, and guide the efforts of consultants and counterparts. Financial management, monitoring, and reporting of the project budget are essential. The position also requires coordinating the creation and dissemination of information materials, expediting submissions, ensuring timely project reviews, and undertaking fundraising activities. Furthermore, the role involves promoting project expansion, organizing training events, and preparing progress reports, utilizing data visualization for reporting and decision-making.
Work Experience
A minimum of seven years of progressive professional experience in border management, law enforcement, trade supply chain security, or a related field is required. Demonstrated experience in implementing technical assistance activities and project management is essential. Experience in strengthening regional law enforcement cooperation is also required. Experience working with law enforcement agencies in border management, with the UN system or similar international organizations, and in data analytics are desirable.
