This consultancy supports the Ministry of Environment and Sustainable Development (MADES) in Paraguay, specifically within the "Paraguay + Verde" project, funded by the Green Climate Fund. The role contributes to updating the REDD+ Safeguards Information System (SIS).
Job Purpose
This consultancy aims to provide technical support for the design and update of Paraguay's REDD+ Safeguards Information System (SIS). The consultant will be instrumental in gathering, analyzing, and systematizing institutional, regulatory, and operational information. Key contributions include developing technical inputs for the SIS, creating information management flowcharts, identifying data sources and stakeholders, defining institutional roles, and supporting validation processes. The ultimate goal is to enhance the transparency and reporting mechanisms for REDD+ safeguards, aligning with national strategies and international commitments.
Responsibilities
Develop a work plan and methodology for information gathering and systematization. Coordinate technical aspects between SIS design and web platform development. Map key institutional actors involved in REDD+ safeguards. Analyze national regulations applicable to the SIS. Review existing technical documents, systems, and experiences. Organize and conduct technical meetings and consultations. Systematize information from consultations, including agreements and validations. Identify and characterize data sources, responsible institutions, and data quality. Analyze information gaps, duplications, and risks. Develop SIS information management flowcharts. Advise on institutional roles and responsibilities for SIS operation. Define the system's functional structure. Contribute to defining data quality criteria. Formulate proposals for inter-institutional coordination. Prepare technical inputs and consolidated SIS documents. Submit monthly activity reports.
Work Experience
A minimum of 2 years of experience in information analysis, management, or systematization within public sector projects, international cooperation, or development programs is required. Experience in information gathering, institutional diagnostics, or regulatory analysis is also required. Experience in functional/conceptual design of information systems, inter-institutional coordination, and environmental/climate change projects is desirable.
Skills
Information management, process structuring, data flow analysis, flowchart development, technical instrument creation, basic understanding of information systems (functional focus), knowledge of environmental/social safeguards and REDD+ frameworks, regulatory analysis, and translation into operational processes.
