National consultant on mainstreaming disability in GBV response
Organizational Context
The Office of the High Commissioner for Human Rights (OHCHR) seeks a National Consultant to support efforts in mainstreaming disability inclusion within Gender-Based Violence (GBV) prevention and response. This role, based in Chisinau, Moldova, will work under the guidance of UN Human Rights leadership and in cooperation with GBV consultants.
Job Purpose
The purpose of this consultancy is to integrate a human rights and disability inclusion perspective into GBV response mechanisms. The consultant will develop methodologies and practical content for operational manuals used by service providers, ensuring accessibility and tailored support for women and girls with disabilities. This includes enhancing stakeholder capacities, reviewing and revising existing procedures, and contributing to mainstreaming disability inclusion in relevant regulations and standards. The role aims to empower women and girls with disabilities and improve their access to safe and inclusive services, ultimately strengthening the overall GBV response system.
Responsibilities
Develop and implement a practical methodology for integrating human rights and disability inclusion into seven selected service operational manuals, focusing on non-discrimination, equal access, and accessibility standards. Formulate concrete proposals and content for these manuals, including minimum accessibility standards, provisions for identifying and supporting women with disabilities, and procedures for safe, inclusive service delivery and communication. Review and contribute to draft operational manuals, ensuring consistency with human rights and disability inclusion principles. Assess and propose improvements for operational procedures in women's service delivery, particularly for organizations supporting survivors from the left bank of the Dniester River. Participate in consultations and support the validation and adjustment of manuals. Assist in mainstreaming disability inclusion into relevant regulations and standards for GBV prevention and response.
Work Experience
A minimum of three years of experience in disability inclusion, social work, promoting the rights of persons with disabilities, inclusive service delivery, or technical advisory roles is required. Proven expertise in human rights and disability inclusion is necessary. Experience with the Ministry of Labor and Social Protection and social service providers is advantageous.
