National Consultant for Stakeholder’s Consultations
Organizational Context
The UN Secretariat's Resident Coordinator System (RCS) in the Kyrgyz Republic is developing a new United Nations Country Analysis (UNCA) to inform the next Cooperation Framework (UNSDCF 2028–2032). This consultancy role, supervised by the Head of RCO, is crucial for gathering diverse perspectives to ensure national ownership and inclusivity in this process.
Job Purpose
The purpose of this consultancy is to design, facilitate, and document inclusive stakeholder consultations. These consultations are essential for informing the United Nations Country Analysis (UNCA), which serves as the analytical foundation for the next UN Sustainable Development Cooperation Framework (UNSDCF 2028–2032) in the Kyrgyz Republic. By ensuring that a wide range of diverse perspectives from government, civil society, development partners, academia, the private sector, and vulnerable groups are captured, analyzed, and reflected in the final outputs, this role directly contributes to a robust and nationally relevant UNCA. This, in turn, supports the UN system's collective response to national priorities and the 2030 Agenda for Sustainable Development.
Responsibilities
Design, facilitate, and document inclusive stakeholder consultations with a broad range of actors including government, civil society, development partners, academia, private sector, and vulnerable groups. Ensure diverse perspectives are captured, analyzed, and reflected in the final analytical outputs for the UN Country Analysis (UNCA). Conduct consultations that inform the development of the next UN Sustainable Development Cooperation Framework (UNSDCF 2028–2032). Systematically organize, triangulate, and synthesize qualitative and/or quantitative data gathered from consultations into clear, evidence-based analytical reports. Distill complex information into key insights, findings, and actionable recommendations. Work under the direct supervision and guidance of the Head of RCO.
Work Experience
A minimum of 5–7 years of experience in stakeholder engagement, research, or policy analysis is required. Experience working with the UN or international organizations is desirable. At least 5-7 assignments of similar scope are required, with specific examples of target groups, consultation scale, and the consultant's role. Experience in analyzing and interpreting consultation findings and synthesizing data into analytical reports is also required.
Skills
Stakeholder engagement, research, policy analysis, facilitation of structured group consultations (including focus groups and multi-stakeholder dialogues), engaging underrepresented groups, inclusive participation, data analysis and interpretation, qualitative and quantitative data synthesis, report writing, understanding of the Kyrgyz Republic's development context, UN/international organization experience.
