Job Purpose
This role serves as an Evaluation Consultant for the Terminal Evaluation of the UNEP/GEF project focused on creating the Conkouati-Dimonika Protected Area Complex and developing a community-private sector participation model in the Republic of Congo. The consultant will conduct an in-depth, participatory evaluation using mixed methods to assess project achievements against expected outputs, outcomes, and impacts. The purpose is to provide a comprehensive assessment of the project's effectiveness, efficiency, relevance, and sustainability, contributing valuable insights and recommendations for future conservation and development initiatives in the region. The consultant will deliver an inception report, a draft report, and a final evaluation report.
Responsibilities
The consultant will manage the terminal evaluation process, including data collection and analysis, and report writing. Key responsibilities involve conducting a preliminary desk review and introductory interviews, drafting a reconstructed Theory of Change, preparing the evaluation framework, and developing protocols for desk reviews, interviews, and surveys. The consultant will also plan the evaluation schedule, present criteria for site selection, and prepare an Inception Report. During the data collection phase, this includes conducting further reviews, in-depth interviews, and potentially evaluation missions to project sites. The consultant will report progress regularly to the Evaluation Manager and keep the Project/Task Manager informed. Finally, the consultant will draft and finalize the Main Evaluation Report, including a response to comments, and potentially prepare an Evaluation Brief.
Work Experience
A minimum of 9 years of technical and evaluation experience is required, preferably including experience evaluating large, regional, or global programs and utilizing a Theory of Change approach. A strong understanding of community-based natural resource management and/or protected areas management is desirable. Familiarity with the UN system, particularly UNEP's work, is considered an advantage.
