Organizational Context
The International Seabed Authority's Office of Stewardship, Environment and Resources (OSER) provides scientific and technical expertise for developing regulations for activities in the Area. It manages geological, biological, environmental, and technological data, supports environmental management plans, and promotes marine scientific research through collaborations and dissemination of findings.
Job Purpose
The Scientific Officer (GIS) will support the Director of OSER by developing and maintaining geospatial data governance policies, standards, and quality control procedures. This role involves capturing and verifying geospatial information related to exploration and exploitation activities, managing marine asset locations, and providing map services for data analysis. The position is crucial for ensuring effective data sharing, accessibility, and the development of geospatial products to support environmental management and resource assessment in the Area.
Responsibilities
Key responsibilities include developing and implementing geospatial data governance, policies, and quality control. The role involves capturing, archiving, and verifying geospatial data for exploration and exploitation activities, including geographical coordinates and maps. It also includes managing the location of marine assets, providing map services for trend analysis, and coordinating geospatial guidance documents for data sharing and long-term preservation. The Scientific Officer will develop automation systems for data workflows, create APIs for data access, and perform spatial analysis for habitat mapping and resource assessment. Additionally, the role involves preparing technical reports, developing geospatial product catalogs, and contributing to knowledge products and communication materials.
Work Experience
Requires at least 5 years of experience in computer mapping and geospatial analysis. Proficiency in GIS software (ArcGIS, QGIS) and experience with self-hosted server management (ArcGIS Enterprise) are essential. Experience with data formats like shapefiles and geodatabases, numerical data analysis, and programming skills (ArcPy, SQL, JSON, R) are advantageous. Database operational experience with ArcGIS Enterprise/Online and developing spatial models for marine environments is desirable.
