Organizational Context
The UN Secretariat's Department of Operational Support (DOS) is establishing the One Executive Office (One EO) as part of the UN80 reform, consolidating administrative functions into unified service platforms. One EO in New York provides comprehensive administrative and operational services, including HR, finance, and travel, to Secretariat entities. This Senior Human Resources Assistant role operates within the Clients and Specialized desks of the OneEO/CAP New York and reports to the Chief of Unit/desk.
Job Purpose
The Senior Human Resources Assistant provides essential technical and administrative support for recruitment, staff administration, and HR operations within the One Executive Office (One EO) at UN Headquarters. This role ensures accuracy, compliance, and timely service delivery, contributing to the efficient functioning of administrative services for Secretariat client entities. Key responsibilities include managing recruitment processes from vacancy identification to finalization, advising on staff selection systems and procedures, and processing personnel actions and entitlements. The position also involves providing guidance on HR policies, supporting onboarding and separation processes, and contributing to HR data analysis and reporting. This role is crucial for maintaining HR operational integrity and supporting client entities in fulfilling their mandates through effective HR management.
Responsibilities
The Senior Human Resources Assistant provides comprehensive technical and administrative support across recruitment, staff administration, and HR operations. Key duties include managing the full recruitment cycle, from identifying vacancies and guiding hiring managers to screening applications and finalizing recruitment cases. This involves advising on examinations, assessments, and the Staff Selection System. In staff administration, responsibilities include supporting onboarding, processing personnel actions in Umoja, managing entitlements and benefits, and ensuring compliance with HR policies and regulations. The role also involves providing procedural guidance, conducting exit interviews, and supervising Human Resources Assistants. Additionally, the position supports HR data analysis, reporting, maintaining HR databases, drafting correspondence, and assisting with audits and special HR projects, ensuring efficient workflow and accurate record-keeping.
Work Experience
A minimum of ten years of progressive experience in human resources management and administrative services is required. This is reduced to eight years for candidates with a first-level university degree. Experience with administering entitlements and benefits using an ERP system like Umoja is essential. Desirable experience includes job classification, staff selection processes, talent sourcing, data analysis and reporting, creating dashboards, and working within the UN system or similar international organizations.
