NATIONAL CONSULTANT TO CONDUCT A DIGITAL READINESS ASSESSMENT - LAO PDR
Organizational Context
The UN Secretariat, through the Technology Bank for Least Developed Countries (UNTB) and in partnership with UN-OHRLLS, is implementing a project to promote digital transformation in selected Asian LDCs. This role supports a digital readiness assessment in Lao PDR, contributing to national strategies and inclusive digital ecosystems.
Job Purpose
This role is to conduct a comprehensive digital readiness assessment in Lao PDR, in collaboration with an international consultant. The purpose is to analyze the country's current digital ecosystem, identify gaps and constraints across key dimensions like infrastructure, governance, capacity, skills, and emerging technologies. The assessment will provide an evidence base to inform national digital transformation roadmaps, policy support, capacity development, and regional knowledge exchange, ultimately contributing to sustainable and resilient development through digital technologies.
Responsibilities
Key responsibilities include supporting the initial setup of the digital readiness assessment, including stakeholder mapping and coordination with the international consultant. This involves conducting a desk review of national digital strategies, policies, and initiatives. The role requires collecting qualitative and quantitative data through interviews, surveys, and consultations with government ministries and stakeholders, and providing logistical and substantive support for national workshops. The consultant will analyze collected data, identify gaps and cross-cutting issues, and lead the drafting of the Lao PDR Digital Readiness Assessment Report, incorporating feedback and ensuring alignment with international frameworks and national priorities.
Work Experience
A minimum of seven years of professional experience in digital transformation, e-government, digital policy, or ICT for development is required. Demonstrated experience in conducting digital readiness assessments or similar institutional assessments is essential. Experience working with governments or international organizations is highly desirable, as is familiarity with LDC contexts.
Skills
Analytical, research, and report-writing skills; knowledge of international digital development frameworks (e.g., ITU Digital Transformation Wheel); experience with digital readiness assessments; stakeholder engagement and consultation; understanding of digital government, ICT, and digital economy policies; familiarity with emerging technologies.
