Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports Project F218, "Building resilience in the landscapes of Kigoma region, Tanzania," a GCF-funded initiative. UNEP acts as the accredited entity, with the Tanzanian Vice President’s Office as the lead executing entity, and UNHCR as co-executing.
Job Purpose
The Social & Environment Safeguards Expert will ensure the Project F218 "Building resilience in the landscapes of Kigoma region, Tanzania" fully complies with applicable social and environmental safeguard policies. This involves providing technical guidance, capacity building, and direct support to the Project Management Unit (PMU) and implementing partners. The role is crucial for embedding safeguards, managing risks, and ensuring the project's alignment with UNEP, GCF, and Tanzanian environmental and social standards throughout its five-year implementation period. The expert will also contribute to policy revisions and up-scaling efforts.
Responsibilities
Provide technical guidance and support to the national Gender and Safeguards Officer, Project Manager, and implementing partners on safeguards instruments and the Gender Action Plan. Update the Environmental and Social Management System (ESMS) and develop an ESS Monitoring Plan. Coordinate the development of site-specific Environmental and Social Management Plans (ESMPs). Develop project guidance materials and tools for ESMS and ESMP compliance. Support the operationalization of a Grievance Redress Mechanism (GRM) and the project's Sexual Exploitation, Abuse, and Harassment (SEAH) Protocol. Conduct annual project visits to oversee adherence to policies, screen risks, monitor mitigation measures, and provide training. Review semi-annual safeguards reports and contribute to addressing queries from government, UNEP, and GCF.
Work Experience
A minimum of 7 years in a senior technical position supporting climate change adaptation or environmental projects, including institutional strengthening and capacity building. A minimum of 5 years of relevant professional experience managing environmental and social safeguards, with a focus on ecosystem rehabilitation or climate change adaptation. Proven experience in developing social and environmental safeguard instruments is required.
