Organizational Context
The United Nations Environment Programme (UNEP), through its United for Efficiency (U4E) initiative, supports countries globally in transitioning to energy-efficient and climate-friendly cooling appliances. The initiative develops policy frameworks, technical guidance, and implementation support, promoting an Integrated Policy Approach that includes minimum energy performance standards, labelling, and market monitoring.
Job Purpose
This role supports UNEP's U4E initiative by contributing to the development, dissemination, and application of technical guidance, analytical tools, and policy recommendations for energy-efficient cooling solutions. The consultant will focus on updating global and regional policy tools, such as Model Regulation Guidelines, Country Savings Assessments, and Sustainable Procurement Guidelines. The purpose is to accelerate the adoption of energy-efficient and climate-friendly cooling technologies worldwide, ensuring quality, consistency, and scalability of these tools and supporting their effective use in national and regional contexts through targeted technical inputs.
Responsibilities
Develop and justify Minimum Energy Performance Standards (MEPS) and labelling proposals for cooling appliances. Provide technical input for market assessments, including efficiency levels, technologies, and projections. Review and validate draft regulations and technical reports. Participate in technical discussions and policy working groups requiring high-level input. Contribute to sustainable procurement levels and technical requirements. Support the delivery of technical content for trainings. Advise on testing standards, methodologies, and laboratory specifications. Ensure technical consistency and quality of outputs, aligning them with international best practices. Coordinate with relevant teams to align technical standards with implementation mechanisms, including compliance and enforcement systems.
Work Experience
Requires over 7 years of experience in cooling energy efficiency, focusing on MEPS and labelling. Proven experience in developing and implementing cooling energy efficiency policies, standards, and regulations internationally is essential. Experience with government and private sector engagement, policy recommendations, training, capacity building, and knowledge of product testing standards and compliance projects is highly desirable.
Skills
Expertise in cooling energy efficiency, MEPS, and labelling. Strong technical knowledge of HVAC systems, refrigeration, and refrigerants. Experience in policy development, market assessments, and sustainable procurement. Ability to analyze and integrate diverse information. Excellent report writing and presentation skills. Interpersonal skills for stakeholder engagement. Experience in Latin American and African regions is an asset.
