PROGRAMME MANAGEMENT OFFICER
Organizational Context
The Department of Operational Support (DOS) provides comprehensive operational support, advisory services, and solutions to entities across the UN Secretariat. The Human Resources Services Division (HRSD) within DOS offers dedicated HR support, managing rosters, organizing testing, and advising on delegated HR authorities. This role is situated within the Office of the Director of HRSD.
Job Purpose
This Programme Management Officer role supports the Director of the Human Resources Services Division (HRSD) in implementing strategic and operational objectives. The incumbent will act as a liaison, exchanging information with clients across the UN Secretariat, including field operations. Key functions include reviewing documents, identifying HR issues, drafting correspondence for senior officials on personnel matters, and conducting evaluations and surveys related to HR management. The role also involves providing substantive support for meetings, assisting with budget submissions, administering and monitoring budgets, and advising the Director on HR issues and individual cases. Additional reporting and administrative tasks as assigned are also part of the role's contribution to the Division's effectiveness.
Responsibilities
Support the Director in executing the Division's strategic and operational objectives and work plan, facilitating information exchange with UN Secretariat clients, including field operations. Review documents, identify and address HR issues, and ensure follow-up on cases. Draft written outputs such as briefing notes, talking points, and correspondence for senior officials on personnel policy and practical matters. Conduct HR management evaluations and surveys, design data collection tools, analyze findings, and prepare conclusions. Provide substantive support for meetings, including agenda setting and document preparation. Assist in budget elaboration and monitoring, including extra-budgetary resources, ensuring compliance with regulations. Advise the Director on HR matters and specific staff cases. Undertake other reporting and administrative tasks as required.
Work Experience
A minimum of five years of progressive experience in programme/project management or administration is required. Experience in a front office supporting a senior official, and in HR budget planning and monitoring within the UN or a similar international organization, is also required. Experience in data analytics, supporting field operations, and with ERP systems is desirable.
