HUMAN RIGHTS OFFICER - ANALYST/REPORTING OFFICER (Temporary Job Opening)
Organizational Context
This position is within the Fact Finding Mission for the Sudan, established by Human Rights Council Resolution A/HRC/RES/60/3. The role reports to the Mission Coordinator and operates under the broader supervision of the Chief of Investigations Support Section within the Office of the High Commissioner for Human Rights (OHCHR).
Job Purpose
The Human Rights Officer (Analyst/Reporting Officer) is responsible for reviewing and analyzing collected information to guide the Fact Finding Mission's investigations. This includes identifying information gaps, coordinating with investigation teams, legal advisors, and gender advisors to ensure comprehensive and legally sound data collection. The role is crucial in integrating gender perspectives throughout the investigation and analysis phases. A key function is coordinating and primarily drafting the Mission's reports, ensuring all collected information is properly documented according to OHCHR methodology. The incumbent will also assist in drawing analytical conclusions, structuring reports, visualizing findings, and developing actionable, gender-sensitive recommendations, contributing significantly to the Mission's mandate.
Responsibilities
The Human Rights Officer will review and analyze collected information, advising mission staff on addressing gaps and pursuing leads. They will coordinate with investigation teams to orient investigations based on identified gaps and liaise with legal advisors to ensure collected information meets legal requirements. Integration of gender perspectives throughout investigations, analysis, and report drafting, including the gendered impact of violations, will be coordinated with the Gender Adviser. The role involves preparing briefings, summaries, and analytical documents. A primary responsibility is coordinating and drafting the Fact Finding Mission’s reports and other official documents. Ensuring proper documentation of all collected information according to OHCHR methodology is essential. The incumbent will also assist in developing analytical conclusions, proposing report structures and visualizations, and formulating actionable, gender-sensitive recommendations.
Work Experience
A minimum of seven years of progressive experience in human rights, international humanitarian law, or international criminal law is required. Additionally, at least two years of experience in analyzing and drafting public human rights reports is necessary. Experience working in or concerning the relevant region is desirable.
Skills
Proficiency in human rights matters, international human rights, criminal, and humanitarian law. Strong analytical and reporting skills for complex investigations. Understanding of gender dimensions in human rights work, including sexual violence. Ability to synthesize information, conduct data collection, and perform independent research using various sources. Effective planning, organization, and teamwork skills. Client orientation and ability to manage priorities and deadlines.
