Job Purpose
The purpose of this consultancy is to prepare a draft mid-term evaluation report for the second phase of the Japan Biodiversity Fund (JBF) activities (2023-2025). This involves conducting thorough analytical research, compiling relevant information, and drafting a comprehensive report based on an agreed methodology. The ultimate goal is to provide timely and effective information to facilitate the completion of the JBF mid-term evaluation, supporting the SCBD's mandate in promoting biodiversity conservation and sustainable development.
Responsibilities
Under the supervision of the Principal Coordination Officer, the consultant will undertake preparatory work including supporting the JBF mid-term evaluation process, coordinating activities, organizing virtual communications, conducting analytical research, and compiling information. This includes developing a detailed work plan, drafting the evaluation methodology (considering the first phase of JBF), and preparing an annotated outline of the report. The consultant will also conduct the evaluation by compiling and consolidating information on JBF activities (2023-2025), conducting interviews with relevant stakeholders, and drafting the evaluation report. Additionally, the consultant will assist in communicating evaluation findings to the donor and may be assigned other related tasks by the JBF Global Coordinator.
Work Experience
A minimum of seven years of progressive professional experience in project evaluation, analysis, or research methodologies is required. Experience within the UN Common System or similar international organizations is desirable, as is experience in programme management, biodiversity, environmental issues, communication, analytical writing, and project analysis. Experience working in Japan is also desirable.
Skills
Evaluation and analytical skills are required. Demonstrated expertise in planning, organization, editing, and communications related to project evaluation is desirable. Competencies include Planning and Organizing, Communication, Teamwork, and Client Orientation. Fluency in oral and written English is required.
