NATIONAL CONSULTANT IN CHARGE OF DEVELOPING RESOURCES MOBILIZATION STRATEGY FOR THE IMPLEMENTATION OF THE HUMANITARIAN TRANSITION AND BEYOND IN CAMEROON FAR-NORTH REGION
Organizational Context
The UN Secretariat's Resident Coordinator System is supporting Cameroon's transition out of the international IASC coordination architecture. This shift, driven by funding constraints and the "Humanitarian Reset" strategy, aims to empower local actors and establish a government-led humanitarian model. The role supports this transition by developing a resource mobilization strategy.
Job Purpose
This consultancy aims to develop a comprehensive and context-adapted resource mobilization strategy for Cameroon's humanitarian transition and beyond. The purpose is to ensure sustained essential relief efforts and effective post-transition interventions by identifying and analyzing funding opportunities and partnerships. The strategy will support the transfer of coordination responsibilities to national counterparts, aligning with global reforms like the "Humanitarian Reset" and the Grand Bargain principles of localization and increased national leadership. The role contributes to strengthening national and local institutional capacities for a more efficient and context-driven humanitarian response, while also fostering deeper engagement with development partners to address structural vulnerabilities and durable solutions.
Responsibilities
The consultant will be responsible for identifying and mapping national operational actors at decentralized levels, analyzing potential funding and partnership opportunities, and developing a structured, actionable, and context-specific resource mobilization strategy. This includes creating a comprehensive and up-to-date mapping of national organizations within accessible and secure municipalities, developing a stakeholder database and partnership analysis, and conducting a detailed assessment of funding opportunities and mechanisms. The role also involves creating a clear, realistic, and context-adapted resource mobilization strategy and a practical action plan aligned with humanitarian transition priorities. The consultant will work under the direct supervision of RCO partnerships and Finance officer.
Work Experience
A minimum of seven years of proven experience in resource mobilization and strategic planning, including at least five years in humanitarian and/or development programming, is required. Experience in fragile or crisis-affected contexts is essential. Strong knowledge of the Cameroon context or similar settings is also required. Experience with localization and the humanitarian-development nexus is desirable.
