The UN Secretariat's Resident Coordinator System is supporting Cameroon's transition out of the international IASC coordination architecture. This shift, driven by funding constraints and the "Humanitarian Reset" strategy, aims to empower local actors and establish a government-led humanitarian model. The role supports this transition by developing a resource mobilization strategy.
Job Purpose
This consultancy aims to develop a comprehensive, realistic, and context-adapted resource mobilization strategy for Cameroon's humanitarian transition and beyond, specifically for the North-West and South-West regions. The strategy will support the sustainability of essential relief efforts and post-transition interventions by identifying and analyzing funding opportunities and mechanisms. It will also involve mapping national humanitarian and development organizations, conducting stakeholder and partnership analyses, and creating a practical action plan aligned with humanitarian transition priorities. This work is crucial given shrinking humanitarian financing and the global "Humanitarian Reset" agenda, which emphasizes localization and increased leadership of national actors. The ultimate goal is to ensure continued support and resilience in crisis-affected areas.
Responsibilities
The consultant will be responsible for conducting a comprehensive mapping of national humanitarian and development organizations, identifying their reach and operational capacity in accessible and secure municipalities. This includes developing a detailed stakeholder database and performing a partnership analysis. A key duty is to assess funding opportunities and mechanisms available for humanitarian and development efforts in Cameroon. Based on these analyses, the consultant will formulate a clear, realistic, and context-adapted resource mobilization strategy. Finally, the consultant will create a practical action plan that aligns with the humanitarian transition priorities for the North-West and South-West regions, ensuring a sustainable approach to relief and post-transition interventions.
Work Experience
A minimum of seven years of proven experience in resource mobilization and strategic planning is required, with at least five years in humanitarian and/or development programming. Experience in fragile or crisis-affected contexts is essential. Familiarity with the Cameroon context or similar settings is also required.

Resource mobilization, strategic planning, stakeholder engagement, partnership analysis, report writing, facilitation, understanding of localization and humanitarian-development nexus, ability to work under tight deadlines.
