Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest project, funded by IKI and the Partnership for NDC’s Action Fund, supports partner countries in strengthening climate policies and transforming Nationally Determined Contributions (NDCs) into actionable plans. The project team, based in Paris, manages and coordinates global project implementation.
Job Purpose
This role serves to develop a strategic and operational national framework for environmental taxation in Mali, aligning with national priorities and international best practices. The framework, including implementation options and a plan, will be validated by authorities and incorporate stakeholder input and Mali's climate commitments. The expert will lead research on best practices, analyze relevant mechanisms, and ensure coherence with national policies and ongoing economic reforms. This involves coordinating the development of the environmental taxation framework, defining suitable green fiscal instruments, assessing their feasibility and impacts, and facilitating consultations with national stakeholders to gather feedback and build consensus.
Responsibilities
The Head of Team (International Expert in Environmental Fiscal Policy) will lead the development of a strategic and operational national framework for environmental taxation in Mali. This includes conducting a thorough review of existing environmental fiscal policies and practices, conceptualizing and organizing a kick-off workshop, and participating in the establishment of project governance bodies. The expert will supervise stakeholder mapping, develop a detailed project work plan, and oversee research on international best practices in environmental taxation. Responsibilities also include analyzing comparative mechanisms, reviewing national policies for coherence with climate commitments, and coordinating the drafting of the environmental taxation framework with suitable green fiscal instruments. Furthermore, the role involves organizing and facilitating consultation workshops with national stakeholders, gathering feedback, and testing proposed fiscal options to ensure alignment and buy-in.
Work Experience
Requires at least 12 years of experience in designing and implementing sustainable financing mechanisms and green tax reforms, including developing environmental tax systems and carbon pricing instruments. Strong experience leading large-scale missions in Africa involving national governments, regional organizations, and multilateral institutions is essential. Experience working directly with Ministries of Finance and Environment, preferably in Mali or the sub-region, is a significant asset.
Skills
Expertise in designing and reforming environmental and climate fiscal policies. Strong economic and financial analysis capabilities, including impact assessment. Proven ability to coordinate multidisciplinary teams and interact effectively with diverse stakeholders. Demonstrated skills in facilitating multi-stakeholder dialogues and participatory consultations. Excellent writing and communication skills. Proficiency in MS Office, electronic communication, and internet tools. Fluency in French and English is required.
