Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN body established in 1949 to assist and protect approximately 5.8 million registered Palestine refugees across the Middle East. With over 30,000 staff, it is the largest UN operation in the region, providing essential services including education, healthcare, and social services. This role reports to the Head, Infrastructure and Operations Section.
Job Purpose
This role is responsible for managing and implementing UNRWA's networking and telecommunications infrastructure services across Headquarters and Field offices. This includes the design, deployment, monitoring, operation, and documentation of reliable services in alignment with agency strategies and policies. The incumbent will administer operational tasks for systems such as LAN/WAN switches and routers, bandwidth monitoring tools, satellite networks, converged IP connectivity, SD-WAN, and cloud networking. They will also design and manage Wi-Fi solutions, provide first-level technical support for network-related issues, and contribute to capacity planning and the rollout of new infrastructure. The position ensures the smooth functioning and continuous improvement of the agency's network and telecommunications systems to support its vital mission.
Responsibilities
The incumbent will manage and implement HQ/Field Infrastructure Networking and Telecommunications services, encompassing design, deployment, monitoring, operation, and documentation. Responsibilities include administering operational tasks for LAN/WAN switches and routers, WAN bandwidth monitoring tools, satellite networks, converged IP/data/voice/video connectivity, SD-WAN technologies, and cloud networking. The role involves designing and managing Wi-Fi solutions, providing first-level technical support for issues related to LAN/VLAN, WAN, hardware, software, PSTN, MPLS, IP, SD-WAN, Wi-Fi, and VPN. Additionally, the incumbent will monitor network performance, system availability, and reliability, provide input on capacity requirements for telecom and network infrastructure, and participate in implementation design plans. They will introduce configuration changes with minimal disruption, including OS updates, device configuration modifications, adding new devices, processing scripts, changing IP schemas and routing, configuring VPNs and VLANs, and Quality of Service (QoS). The role also includes advising on infrastructure systems and policies, staying updated on telecommunication technology developments, and performing other assigned duties.
Work Experience
A minimum of five years of progressive, relevant professional experience in telecommunications network systems is required. Experience with Cisco or Juniper systems (switches, routers, wireless), large-scale LAN/WAN implementation and operation, secure network communications (VPNs, firewalls), and bandwidth management tools is essential. Knowledge of IoT and BYOD is also required.
