Organizational Context
The UN Secretariat, through the Department of Economic and Social Affairs (DESA) and its Statistics Division, is engaged in capacity development initiatives like the 'Data for Now' and 'DATAS' projects. These efforts aim to strengthen national statistical systems in developing countries by improving their ability to use innovative and administrative data for official statistics, supporting the 2030 Agenda.
Job Purpose
This consultancy aims to enhance data engineering skills within national statistical offices, providing practical guidance and reference materials for modernizing their data and IT architecture. The role will support countries in integrating and utilizing innovative and administrative data sources for statistical purposes, thereby filling data gaps for policymakers. The consultant will contribute to sustainable modernization efforts, share learnings across countries, and develop cross-cutting guidance materials to foster synergies and multiplicative effects in data utilization for development goals.
Responsibilities
The consultant will collaborate with national statistical offices' IT and statistical focal points to assess existing IT systems, gather requirements, and provide technical advice for modernization. Key duties include developing a report with technical recommendations for IT architecture modernization in at least two project countries, delivering technical assistance and advice remotely or through missions, and conducting trainings on data lake architecture and technology stack deployment. The role also involves supporting the development of country case studies on IT architecture modernization for non-traditional data sources and contributing to general guidance on IT architecture and infrastructure, ensuring adherence to UN policies and data governance frameworks.
Work Experience
A minimum of five years of progressively responsible experience in enterprise data management systems, data warehousing infrastructure, big data technologies, GIS analytics, and/or cloud-based data storage and access solutions is required. Experience with National Statistical Offices, especially in developing countries, is desirable. Demonstrated experience in planning and implementing IT architecture solutions for complex statistical production systems or data science projects, agile project management, and facilitating IT trainings is also beneficial.
