Senior Programme Assistant
Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP) promotes sustainable development and regional connectivity in Asia and the Pacific. As a UN regional development arm, it provides research, analysis, and capacity-building assistance. The Asian and Pacific Centre for Transfer of Technology (APCTT), a part of ESCAP, fosters regional cooperation for technology adoption and transfer. This role is situated within APCTT, reporting to the Economic Affairs Officer.
Job Purpose
This role provides comprehensive programme and project management assistance for APCTT's capacity building and technical assistance initiatives. The incumbent will research, analyze, and present information on technology and innovation in the Asia-Pacific region, track program developments, and manage databases. Key functions include reviewing submissions, liaising with partners, monitoring budgets and financial implementation, and supporting communication strategies to highlight the Centre's impact. The position also involves coordinating implementation activities, providing secretariat services for governing bodies, managing data, and supervising office support staff, all contributing to the effective delivery of APCTT's work program and its vision for enhanced regional cooperation in technology transfer.
Responsibilities
Provide full-range programme/project management and implementation assistance for APCTT's capacity building and technical assistance initiatives throughout the project cycle. Research, compile, analyze, and present information on technology and innovation trends in the Asia-Pacific region. Track program developments and manage relevant databases. Review and revise submissions for substantive programs, ensuring compliance with guidelines and objectives. Coordinate with partner agencies, obtain clearances, and establish monitoring systems. Prepare monitoring checklists and identify follow-up actions. Monitor budgetary commitments, verify financial transactions, prepare budget revisions, and recommend resource allocation adjustments. Support communication strategies by preparing briefs and newsletters and coordinating campaigns. Act as a focal point for coordination, monitoring, and expedition of implementation activities, analyzing difficulties and initiating remedial actions. Provide secretariat services for APCTT's Governing Council and relevant committees, including drafting agendas, minutes, and monitoring follow-up actions. Establish and manage internal databases for program/project activities. Supervise office support staff, including work distribution, training, and performance evaluation. Assist with data collection, analysis, presentation, and reporting for knowledge management and decision-making. Update information materials such as web pages or brochures. Perform other assigned duties.
Work Experience
A minimum of ten years of progressively responsible experience in programme administration, project management, or related fields is required. Eight years of experience is acceptable with a first-level university degree. Experience within the UN Common System or similar international organizations is desirable, as is experience supporting international capacity building programs, data analytics, and project implementation coordination.
