Organizational Context
The Bureau of Administration and Services (ADB) ensures high-quality administrative management for the International Civil Aviation Organization (ICAO). The Safety & Security and General Services (SSG) Section manages premises security, facilities, travel, business continuity, and logistics. The Chief, SSG, oversees these operations, liaises with external partners like PSPC and UNDSS, and represents ICAO in relevant committees. This role reports to the Director, ADB.
Job Purpose
The Chief, Safety & Security and General Services (SSG) Section is responsible for the effective and efficient administrative management of ICAO's physical resources and services. This role oversees and coordinates all activities within the SSG Section, ensuring timely and high-quality delivery of services related to premises security, facilities management, travel, business continuity, and logistics. The incumbent acts as a key liaison with external entities such as Public Services and Procurement Canada (PSPC) and the United Nations Department for Safety and Security (UNDSS), representing ICAO in critical inter-agency and host country committees. The position also serves as the Country Security Focal Point for the UN system in Canada and Secretary of the Security Management Team, contributing to the overall safety and security framework for UN organizations in the region. The role is pivotal in supporting ICAO's strategic goals through robust administrative and operational support.
Responsibilities
The Chief, Safety & Security and General Services (SSG) Section leads and manages the Section's work program, including staff, operations, and budget, ensuring effective service delivery and adherence to organizational policies. Key duties involve overseeing general services, facilities maintenance, travel, property control, logistics, and commissariat operations. The role includes managing procurement and contracts, developing proposals for shared services, and coordinating safety and security activities at ICAO premises, aligning with UN security management systems. This includes developing and updating safety and security policies, conducting threat assessments, and managing emergency response. Furthermore, the incumbent oversees the implementation and maintenance of Business Continuity Plans and the Organizational Resilience Management System, coordinating simulation exercises and training. The role also involves leading the planning and coordination of capital property investment projects, including feasibility studies and project delivery, and performing other related duties as assigned.
Work Experience
A minimum of ten years of progressive experience in safety and security management is required. Experience in building management, general services (logistics, travel, facilities, property management), or business continuity planning is desirable. Proven leadership experience in managing personnel and coordinating organizational entities is essential, as is experience in administrative matters like contract management, budgeting, and project management. Experience within the UN system in emergency preparedness and response, and field operations experience, are desirable.
