Organizational Context

The United Nations Joint Staff Pension Fund (UNJSPF) provides retirement, death, disability, and related benefits to over 80,000 beneficiaries and 150,000 participants across 25 member organizations. The Pension Administration (UNJSPF-PA) has approximately 281 staff across four duty stations. This Programme Management Officer role is within the Business Transformation Unit (BTU) in New York, reporting to the Chief of BTU.

Job Purpose

The Programme Management Officer is responsible for developing, implementing, and evaluating assigned programmes and projects, monitoring their progress, and identifying and resolving issues. This role involves conducting consulting assignments, facilitating workshops, and developing action plans for change management. The officer will research, analyze, and present information from diverse sources, coordinate policy development, and design and analyze surveys. A key aspect is collecting and analyzing data to identify trends, providing insights through visualizations for data-driven decision-making, and preparing reports. The role also includes coordinating cross-functional initiatives for business transformation, ensuring compliance with standards, and conducting process analyses to identify improvements. The officer will proactively develop fund-wide initiatives, engage stakeholders, develop training materials, monitor process optimization, conduct impact assessments, and foster innovation by staying informed on emerging technologies like AI.

Responsibilities

Develops, implements, and evaluates programmes/projects, monitoring progress and initiating corrective actions. Conducts consulting assignments, including facilitating workshops and developing client action plans for change management. Researches, analyzes, and presents information from diverse sources. Coordinates policy development, research, and studies. Designs and analyzes surveys, identifying problems and preparing conclusions. Prepares written outputs such as background papers, reports, and publications. Collects and analyzes data for trends and insights, using data visualization for planning and reporting. Coordinates cross-functional initiatives for business transformation, process improvements, and change management, ensuring adherence to timelines and budgets. Ensures compliance with industry standards and organizational policies. Conducts thorough process analyses to identify bottlenecks and areas for improvement. Develops fund-wide initiatives using innovative methods to solve complex challenges. Engages stakeholders to communicate change initiatives, manage expectations, and gather feedback. Develops training materials and workshops to promote continuous improvement. Implements frameworks for monitoring process optimization and automation effectiveness. Conducts impact assessments and utilizes structured methodologies for effective change management. Fosters innovation by advising on emerging technologies like AI.

Work Experience

A minimum of seven years of progressive experience in business and digital transformation, change management, or related fields is required. Proven experience in process optimization and automation within a complex organization is essential. Excellent communication and stakeholder management skills in cross-functional environments are necessary. Experience in financial services, pension funds, or insurance is desirable, as is experience within the UN system. Knowledge of AI, RPA, data analytics, CRM, ERP, and pension administration systems is also desirable.
