Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. This consultancy supports the "Paraguay +Verde" project, funded by the Green Climate Fund, which aims to reduce CO2 emissions through sustainable forest management and conservation. The role is within the Project Execution Unit (UEP) of the Paraguay +Verde project, supporting the Ministry of Environment and Sustainable Development (MADES).

Job Purpose

The purpose of this consultancy is to design and develop an institutional web platform for the visualization, consultation, and dissemination of information generated by the Safeguards Information System (SIS) for REDD+ in Paraguay. The platform must ensure accessibility, usability, clear communication, and compatibility with MADES' technical guidelines. The consultant will be responsible for the entire development lifecycle, from planning and design to implementation, testing, and final delivery, including user training and documentation. This role contributes to strengthening transparency and accountability in REDD+ mechanisms, aligning with UNFCCC commitments and the Paraguay +Verde project objectives.

Responsibilities

The consultant will develop an institutional web platform for visualizing, consulting, and disseminating Safeguards Information System (SIS) data. Key responsibilities include creating a work plan and design structure, developing a functional web prototype with UX/UI design, and implementing the beta version of the platform. This involves frontend and basic backend development, integrating with data sources (databases or APIs), and ensuring accessibility and clear communication. The consultant will also conduct technical testing, prepare a final report with user and technical manuals, provide basic user training, and deliver the source code. The role requires close coordination with UNEP, MADES, and IT departments, focusing exclusively on the web interface development, not the SIS conceptual design or data governance.

Work Experience

Requires 2 years of experience in developing web platforms, institutional portals, or information visualization systems, including dashboards or public consultation platforms. Experience in developing responsive web interfaces (desktop/mobile), integrating web platforms with databases/APIs, and UI/UX design is also required. Experience with public sector projects, especially in Paraguay or related to REDD+ safeguards, is desirable.

Skills

Required skills include proficiency in web development tools (HTML, CSS, JavaScript, modern frameworks), data structuring, and modern technological environments (e.g., Node.js, Angular, PostgreSQL, REST API). Desirable skills include basic knowledge of institutional system integration, web security, data protection, digital accessibility standards, and inclusive design.
