The United Nations Office for Disaster Risk Reduction (UNDRR) coordinates global efforts to reduce disasters and ensure synergies among disaster reduction activities. It guides, monitors, and reports on the Sendai Framework, supporting regional and national implementation. The International Recovery Platform (IRP), coordinated by UNDRR, strengthens capacities for resilient recovery and aims to transform disaster recovery into an opportunity for sustainable development.
Job Purpose
This role provides technical support to governments to assess, strengthen, and institutionalize their readiness for resilient recovery, aligning with the "Build Back Better" principle. The consultant will analyze and assess public financial management (PFM) for recovery in Mongolia, developing a financial preparedness plan. This work supports UNDRR's Strategic Objective 4 and the ADB project on disaster recovery readiness, aiming to improve national capacities, stakeholder engagement, and financing mechanisms for disaster recovery and reconstruction.
Responsibilities
Conduct a Public Finance Management (PFM) for recovery assessment in Mongolia using UNDRR guidelines, considering gender-responsive and inclusive PFM. Develop and implement a stakeholder engagement plan, conducting interviews with relevant government officials and stakeholders. Draft initial PFM assessment findings and recommendations, tailored to the Mongolian context, to inform a financial preparedness plan and the national Recovery Readiness Assessment. Prepare presentations for validation and capacity building workshops. Support the organization and execution of a validation and capacity building workshop on PFM for recovery. Finalize the PFM for recovery assessment and financial preparedness plan based on workshop feedback.
Work Experience
A minimum of 5 years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Experience in national finance systems with strong communication and analysis skills is necessary. Research experience in disaster risk reduction topics is desirable.
