Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework for Disaster Risk Reduction. The International Recovery Platform (IRP), coordinated by UNDRR, strengthens national capacities for resilient recovery, aiming to transform disaster recovery into an opportunity for sustainable development.
Job Purpose
This consultancy aims to strengthen public financial management (PFM) systems for resilient recovery in the Kyrgyz Republic. The role will provide technical support to the government, enabling them to assess, strengthen, and institutionalize their readiness for resilient recovery, aligning with the "Build Back Better" principles. The consultant will analyze PFM for recovery, develop a financial preparedness plan, and ensure these efforts contribute to the national recovery roadmap and the UNDRR's work programme. The objective is to enhance disaster preparedness for effective response and recovery, addressing challenges identified in the Midterm Review of the Sendai Framework.
Responsibilities
The consultant will review relevant PFM documents and apply UNDRR's assessment guide to evaluate PFM for recovery in the Kyrgyz Republic, considering gender-responsive and inclusive practices. This includes developing and executing a stakeholder engagement plan, conducting interviews with key government officials, and analyzing findings. The consultant will draft an initial PFM for recovery assessment and recommendations, which will inform the financial preparedness plan and feed into the national Recovery Readiness Assessment and Roadmap. Additionally, the role involves preparing presentations for validation and capacity building, supporting the organization of a validation workshop, and finalizing the assessment and plan based on feedback.
Work Experience
A minimum of 5 years of relevant experience in public finance, disaster recovery, public sector coordination, or disaster risk management is required. Experience with national finance systems, strong communication and analytical skills, and research experience in disaster risk reduction are also necessary.
