Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable towns and cities, acting as the UN system's focal point for urbanization. The Global Solutions Division directs programmatic efforts, and the Planning and Finance Section coordinates work on urban planning, finance, and local economic development, including support for conflict-affected settlements and humanitarian-development nexus approaches. This role is based in Nairobi, Kenya.
Job Purpose
This Programme Management Officer role within UN-Habitat's Planning and Finance Section focuses on the implementation, monitoring, and evaluation of programs and operations in assigned functional areas. The position supports Sub-programme 2 (SPA2) by enhancing shared prosperity for cities and regions. Key responsibilities include developing and executing projects, providing consulting services, ensuring quality and coherence of work, conducting research and analysis, assisting in policy development, and preparing various written outputs. The role also involves supporting meetings, conducting outreach and training, leading field missions, and coordinating activities related to displacement, refugee settlement integration, and participatory urban design, contributing to data-driven planning and decision-making.
Responsibilities
Develop, implement, and evaluate assigned programs and projects aligned with UN-Habitat's strategy for enhancing shared prosperity in cities and regions. Monitor and analyze program development and implementation, identifying issues and proposing corrective actions. Provide consulting services by facilitating workshops and developing action plans for clients. Oversee project quality and coherence, ensuring alignment with UN-Habitat's vision and objectives. Conduct research and analysis on diverse information sources, and assist in policy development through issue and trend analysis. Design and utilize data collection tools, analyze responses, and prepare conclusions. Produce written outputs such as background papers, reports, and publications. Support consultative meetings and conferences by preparing documents and presentations. Conduct outreach activities, training workshops, and seminars. Lead field missions, guide consultants and officials, and draft mission summaries. Coordinate activities for displacement and refugee settlement integration, and contribute to urban planning portfolios. Deploy and create normative tools for participatory planning, public space design, and integrating displaced populations. Analyze data using visualization methods to support planning and decision-making.
Work Experience
Requires a minimum of five years of progressive experience in project/program management, landscape architecture, urban planning, or related research/teaching, preferably international. Proven experience in human settlements development, project design, and implementation with UN or international agencies is essential. Desirable experience includes UN policies/procedures, working in multicultural environments, urban planning initiatives, and at least two years in data analytics.
