Organizational Context
The International Trade Centre (ITC) supports developing and transition economy countries in navigating global trade complexities, promoting sustainable and inclusive development. The Women, Youth and Vulnerable Communities (WYVC) Section focuses on empowering underrepresented groups through improved trade policies, enhanced capacity, market access, and inclusive value chains. This role specifically supports the Youth and Trade programme, aiming to foster entrepreneurship and employability for young people.
Job Purpose
The Programme Officer will develop, manage, and implement solutions within the WYVC Section, with a primary focus on the Youth and Trade programme. This involves supporting entrepreneurship and employability for young people in developing countries, positioning them as a competitive force. The role also contributes to other programmes like SheTrades and Refugees and Trade, offering market-led solutions for displacement and migration contexts. The officer will report to the Chief of the WYVC Section and the Director of the Division of Sustainable and Inclusive Trade, executing duties such as project evaluation, consulting, research, policy coordination, survey design, report writing, and leading field missions.
Responsibilities
Develops, implements, and evaluates assigned projects, monitoring progress and identifying issues. Conducts consulting assignments on inclusive trade topics, facilitating workshops and developing action plans. Researches and analyzes information on trade and economic empowerment for women, youth, and underrepresented groups. Coordinates policy development and conducts studies in inclusive trade. Designs data collection tools, develops safeguarding frameworks, and analyzes survey responses. Prepares written outputs such as background papers and reports. Provides substantive support for meetings and conferences. Initiates outreach activities, conducts training, and delivers presentations. Leads complex field missions, guiding consultants and partners. Coordinates budget-related activities and prepares financial reports.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required (nine years with a first-level degree). Experience in developing country contexts, particularly in Africa and Latin America, is desirable. Experience promoting trade for youth-led, women-led businesses, and other underrepresented groups, as well as designing large trade-related technical assistance projects, is also desirable.
Skills

Ability to conduct research, data collection, and analysis. Strong communication and interpersonal skills. Experience in project management and working with underrepresented groups.
