Senior Budget and Treasury Assistant
Organizational Context
This position is based in Kingston, Jamaica, within the Office of Administrative Services of the International Seabed Authority (ISA). The ISA is an international organization established under UNCLOS, responsible for organizing and controlling activities related to the resources of the seabed beyond national jurisdiction. The role provides crucial financial support for budget execution, treasury operations, and financial administration.
Job Purpose
The Senior Budget and Treasury Assistant provides essential operational and technical support within the Office of Administrative Services. This role ensures the accuracy, compliance, and timely execution of financial processes, including budget management and treasury operations, in strict adherence to the Authority’s Financial Regulations and Rules. The incumbent will manage assessed contributions from Member States, assist in budget preparation and monitoring, process daily treasury transactions, administer receivables, and maintain financial data integrity within the ERP system. This position is vital for the smooth functioning of the Authority's financial operations and reporting.
Responsibilities
Manage assessed contributions by preparing invoices, maintaining contribution records, monitoring payments, and following up on arrears. Provide comprehensive budget support, including assisting with budget inputs, reviewing cost estimates, monitoring expenditures against allocations, and preparing performance reports. Execute treasury operations by monitoring bank accounts, processing receipts and payments, performing bank reconciliations, and assisting with foreign exchange transactions. Administer receivables, including contributions from contractors and trust funds, ensuring accurate invoicing and recording. Maintain financial data in ERP systems, generate reports, and ensure data integrity. Support compliance and control by reviewing transactions, ensuring documentation completeness, and providing procedural guidance. Offer general support for operational continuity, attend meetings, and provide guidance to junior staff as needed.
Work Experience
A minimum of 10 years of progressive experience in budget, finance, accounting, or treasury operations is required (reduced to 8 years with a first-level university degree). Experience in budget preparation, monitoring, financial reporting, treasury operations (cash management, bank reconciliations, receivables), and ERP systems is mandatory. Experience in an international organization and handling assessed contributions or trust funds is desirable.
