Organizational Context
The United Nations Office of Counter-Terrorism (UNOCT) provides leadership on counter-terrorism mandates, enhances coordination among 46 Task Force entities, and strengthens capacity-building assistance to Member States. It also improves visibility, advocacy, and resource mobilization for UN counter-terrorism efforts. This Programme Management Officer role is situated within the United Nations Centre for Counter-Terrorism (UNCCT) in Madrid, reporting to the Chief of the Prevention and Countering Violent Extremism Section.
Job Purpose
The Programme Management Officer will support the development, implementation, and evaluation of programmes and projects focused on counter-terrorism and the prevention of violent extremism, with a specific emphasis on victims of terrorism. This involves monitoring project progress, identifying issues, and proposing solutions. The role includes providing technical assistance to Member States, conducting analyses, and delivering context-specific training. The officer will also perform consulting assignments, facilitate workshops, and research and analyze information to support policy development. Additionally, the position requires preparing written outputs, supporting meetings and conferences, conducting outreach activities, leading field missions, and coordinating budget and funding activities to ensure efficient resource utilization and effective programme delivery.
Responsibilities

This includes monitoring project progress, analyzing developments, identifying issues, and proposing corrective actions. The role involves providing technical assistance to Member States, conducting analyses, and designing and delivering training. The officer will also perform consulting assignments, facilitate workshops, and research and analyze information to support policy development. Key duties include preparing various written outputs, providing substantive support to meetings and conferences, conducting outreach activities, leading field missions, and coordinating budget and funding activities. The role requires frequent interaction with national governments, international organizations, and UN entities, aiming to ensure effective programme delivery and resource management.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management is required. Essential experience includes knowledge of UN policies and procedures in counter-terrorism and violent extremism prevention, and experience in providing technical assistance on victims of terrorism. Experience advising governments or civil society in conflict, post-conflict, or peace-building contexts is desirable.
