Job Purpose

The role provides critical financial advice to UNSCO leadership and management, supports budget reviews with intergovernmental bodies, and ensures compliance with UN financial regulations and procedures. Additionally, the officer manages extra-budgetary resources and oversees budget processes within the Umoja ERP system, ensuring timely and accurate financial information for decision-making and operational support.
Responsibilities
The Finance and Budget Officer leads budget preparation, including coordinating the formulation of programme budgets and cost estimates with senior leadership. Responsibilities include reviewing and analyzing data for staff and non-staff requirements, providing support for budget submissions, and contributing to financial implications of mandate changes. The role involves preparing for intergovernmental budget review sessions. In budget administration, the officer advises on financial stewardship, issues allotments, monitors budget implementation, and manages expenditures within authorized levels. This includes analyzing post costs, identifying efficiency gains, preparing projections, and reviewing financial commitments and travel requests. The officer also administers extra-budgetary resources, prepares cost plans, and finalizes budget performance reports, analyzing variances. Support and guidance are provided to managers on budget implementation and Umoja functionalities, ensuring compliance with UN policies and procedures. The role may also involve supervising subordinate staff.
Work Experience
A minimum of five years of progressively responsible experience in finance, administration, budget, or business administration is required. Essential experience includes drafting programme budget documents, responding to legislative body queries, and utilizing ERP systems for data analysis and reporting. Experience in drafting official documentation for senior management is desirable, as is relevant UN working experience.
