Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. This role supports the "Paraguay +Verde" program, funded by the Green Climate Fund, which aims to reduce CO2 emissions through sustainable forest management and conservation. The program strengthens institutional capacities and promotes sustainable practices.
Job Purpose
This consultancy focuses on planning, coordinating, and delivering two in-person training workshops on the Environmental Services Regime (RSA) and the management of Environmental Services Certificates (CSA). The workshops are designed for leaders from 12 indigenous communities in Paraguay, utilizing a practical guide. The objective is to ensure participants fully understand the RSA adhesion process, certification, financial and organizational administration, CSA negotiation and commercialization, and the SIAM system, while respecting indigenous rights and decision-making processes. The consultant will also adapt training materials for cultural relevance and future use by the project and relevant institutions.
Responsibilities
The consultant will be responsible for planning, coordinating, and implementing two training workshops on the Environmental Services Regime (RSA) and Environmental Services Certificates (CSA) for indigenous communities in Paraguay. This includes developing a detailed work plan, adapting training materials for cultural relevance, and mapping participating communities. The consultant will also coordinate with indigenous leaders and relevant institutions (MADES, INDI) for workshop logistics and participant engagement. Key duties involve delivering the training, evaluating participant knowledge, and documenting workshop outcomes. Additionally, the consultant must prepare a final consolidated report, including a comparative analysis of results, lessons learned, identified barriers, and recommendations for ongoing capacity building and a follow-up plan for trained communities.
Work Experience
Requires 2 years of experience in implementing training programs, participatory workshops, or community strengthening processes. Experience with indigenous communities in Paraguay, understanding their organizational dynamics, languages, and socio-cultural contexts is desirable. Experience in organizing logistics for events in rural and indigenous areas, including the Chaco region, is also desirable.
Skills
Proficiency in Spanish is required. Conversational level of Guarani is required. Experience with popular/community education methodologies, experiential learning, and intercultural facilitation is desirable. Knowledge of the RSA, related laws, MADES SIAM system, and CSA certification is desirable. Familiarity with Paraguayan indigenous legislation is desirable. Ability to adapt technical materials into accessible language with visual and participatory resources is desirable.
