Organizational Context
The Accountant position is within the Payroll and Accounts Payable Section, Income Tax Unit of the Department of Operational Support at the UN Secretariat. This department provides operational advisory services across the Secretariat. The Income Tax Unit focuses on analysis, technical direction, and problem-solving for tax processes and systems, supporting financial information management.
Job Purpose
The Accountant will analyze accounts and financial reports from various UN entities, identifying and resolving discrepancies. They will ensure compliance with financial regulations, approve expenditures, and maintain accurate accounting systems. The role involves preparing financial statements for audit, providing expert advice on UN financial rules, and coordinating various payment and billing processes. Additionally, the Accountant will contribute to system enhancements and policy development, ensuring efficient and accurate financial operations within the Income Tax Unit.
Responsibilities
Analyze and evaluate financial reports from Headquarters, offices away from headquarters, and peacekeeping missions, resolving identified issues. Approve and confirm expenditures against financial regulations, appropriations, and allotments. Ensure the integrity and functionality of accounting, reporting, and internal control systems. Prepare and consolidate financial statements for audits and respond to audit observations. Provide guidance on UN Financial Regulations and Rules, and interpret transaction requirements. Coordinate and supervise the processing of payroll, vendor claims, travel, and government billing. Monitor and approve transactions for the accounting system, and provide guidance on UMOJA procedures. Define financial reporting requirements and participate in accounting policy development.
Work Experience
A minimum of five years of progressive experience in accounting, finance, or budget is required. This includes at least five years focused on US income tax transactional activities and experience with UN systems. Experience in finance systems analysis and development, and with ERP systems like SAP or PeopleSoft, is desirable.
