Expert Consultant on Health Satellite Accounts Compilation and Application

Organizational Context

The United Nations Economic Commission for Africa (UNECA) is implementing a project to transform health financing in Africa. This role supports the development of Health Satellite Accounts (HSA) and performance indicators to inform policy and planning, contributing to resilient and equitable health systems across the continent.

Job Purpose

The purpose of this role is to serve as the technical lead for the development and implementation of Health Satellite Accounts (HSA) and related health performance indicators in selected African countries. The consultant will work closely with national teams to build capacity, ensure data quality, and produce actionable intelligence for health financing policy, health coverage monitoring, and sustainable development planning. This contributes to UNECA's broader goal of transforming health financing and strengthening health systems in Africa.

Responsibilities

Lead the technical development and implementation of SHA-consistent Health Satellite Accounts (HSA) and Health-Compatible Social Accounting Matrix (HSAM) frameworks for beneficiary countries. Conduct data gap assessments, design and supervise data collection, and ensure the quality and international comparability of HSA outputs. Build institutional capacity through on-the-job training and knowledge transfer. Facilitate national validation processes and stakeholder endorsement. Develop health performance indicators based on HSA, prepare comprehensive technical documentation, analytical reports, and policy briefs. Provide strategic recommendations for institutionalizing HSA as a routine statistical product.

Work Experience

A minimum of 10 years of professional experience in health accounts, national accounts, or health financing performance analysis is required. Demonstrated expertise in System of Health Accounts (SHA 2011) methodology and implementation, and strong knowledge of System of National Accounts (SNA 2008) are essential. Experience linking health accounts to national accounts and Social Accounting Matrix frameworks is also required.
