Job Purpose
This role is responsible for managing, supervising, and monitoring the Human Resources Career Management Division. The purpose is to ensure effective human resources planning, including training, career development, performance management, and recruitment, to meet UNRWA's staffing needs. The position plays a crucial part in developing and implementing strategies for efficient hiring, staff placement, and succession planning. It also oversees performance management processes to ensure fairness and advises managers on trends and staff development. The role contributes to building staff capacity through coordinated training programs and integrates these functions into the overall HR plan, providing guidance to staff on career progression.
Responsibilities
Manage and oversee the Human Resources Career Management Division, including training, career development, performance management, and recruitment activities. Assist in developing the annual human resources plan, ensuring all staffing needs are forecasted and met. Execute succession planning and integrate the managed reassignment process into the overall staffing plan. Oversee strategies for efficient staff hiring and placement, ensuring timely recruitment and assessment tool preparation. Guide hiring managers on job reviews and post description development. Chair recruitment panels and provide recommendations to the Field Office Director. Ensure timely issuance of job offers and review/recommend remuneration for consultants. Oversee performance management, standardizing fair evaluations, analyzing trends, and advising managers. Coordinate and deliver training and development programs to enhance staff capacity. Integrate career development, training, and performance management into the HR plan, advising staff on career goals. Perform other assigned duties.
Work Experience
A minimum of seven years of progressively responsible and relevant experience in human resources and general administration is required. This includes at least three years in a supervisory position. Experience or training in using personal computers and standard software applications like MS-Word, Excel, and Access is also required.
