Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), a regional commission of the United Nations, aims to foster economic and social development in the region. Its mission includes policy design, monitoring, evaluation, and providing advisory services and training to governments. This Economic Affairs Officer position is situated within the Office of the Executive Secretary, focusing on specialized economic areas and reporting directly to the Executive Secretary.
Job Purpose
The Economic Affairs Officer, reporting to the Executive Secretary, plays a crucial role in supporting ECLAC's mission by contributing expertise in specialized economic fields such as development economics, international relations, trade, investment, or environmental economics. The role involves conducting in-depth economic analysis, developing policy recommendations, and formulating strategies for presentation to intergovernmental bodies. This position is instrumental in providing substantive support for economic issues, advising national governments, and contributing to regional and international cooperation efforts. The officer will also be involved in designing and monitoring technical cooperation projects, undertaking missions to member states, and preparing analytical reports to inform policy decisions and drive sustainable development within the Latin American and Caribbean region.
Responsibilities
The Economic Affairs Officer will engage in economic and sector analysis, monitoring economic developments, identifying emerging issues, and conducting studies on economic development to produce reports and policy recommendations. Responsibilities include formulating development strategies and policies for intergovernmental bodies, attending international meetings, and organizing expert group meetings. The role also involves providing substantive support on economic issues to intergovernmental bodies and representing the organizational unit at various meetings. Furthermore, the officer will design and monitor technical cooperation projects, conduct in-depth cooperation activities with emerging economies, and undertake missions to member states to advise national governments on economic development. General duties include supporting junior staff, participating in inter-departmental initiatives, performing administrative tasks, and utilizing data analytics and visualization for planning and reporting.
Work Experience
A minimum of seven years of progressive experience in economic research, analysis, policy formulation, or application of economic principles in development programs is required. This includes at least three years of experience in international trade and integration within Latin America and the Caribbean, and experience managing cooperation activities with national governments and academic institutions from emerging economies. Experience in international organizations, international negotiations, and publications on international economic relations are desirable, as is two or more years of experience in data analytics.
