Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, reporting to the Chief Human Resources Management Section. The role supports the Chief of Operations Unit, overseeing HR operations and policy application for OHCHR's global workforce across 96 countries, including challenging environments. The position involves managing a team of HR Partners.
Job Purpose
The Human Resources Officer is responsible for developing and implementing HR policies and practices to meet organizational needs, ensuring compliance, and staying abreast of HR developments. This role involves leading HR operations, particularly during transitions to new administrative platforms and centralized services. Key contributions include managing contract decommissioning, implementing restructuring communication strategies, and advising on recruitment, placement, and administration of entitlements. The position also focuses on staff development, career support, performance management, and delivering training programs. Additionally, the officer provides counseling to staff on rights and responsibilities, conducts research for policy papers, and utilizes data visualization for informed decision-making, contributing to the overall efficiency and effectiveness of HR services within OHCHR.
Responsibilities
Develop and implement new HR policies, practices, and procedures, and monitor their effective application. Manage HR operations, including leading teams during system transitions and contributing to service regionalization discussions. Serve as the focal point for contract decommissioning and implement communication strategies for organizational restructuring. Oversee recruitment and placement processes, including recommending guidelines and preparing job offers. Advise on the development and implementation of UN policies regarding staff entitlements and remuneration for consultants. Provide expert advice on the interpretation and application of HR policies, regulations, and rules, and represent the office in relevant working groups. Identify and address staff development and career support needs by designing and evaluating programs. Offer guidance on mobility, career development, and performance management, assisting staff and supervisors with the performance appraisal system. Assess training needs and deliver relevant training programs. Counsel staff on rights, responsibilities, and work-related issues. Conduct research to support policy development and utilize data analysis and visualization for reporting and decision-making.
Work Experience
Requires a minimum of seven years of progressive experience in human resources management or administration. Must have at least three years of experience delivering HR services in complex, volatile, conflict, or post-conflict environments. Two years of experience managing HR operations for clients in multiple field locations, including hardship areas, is necessary. One year of experience leading an HR team (2+ staff) and experience with ERP training are also required.
