Organizational Context
This position is within the Financial Reporting and Analytic Service, Finance Division, Office of Programme Planning, Finance and Budget (OPPFB) of the UN Secretariat's Department of Management Strategy, Policy and Compliance. The Service is responsible for preparing IPSAS-compliant financial statements and reports, ensuring accounting sustainability, and managing contributions.
Job Purpose
The Finance & Budget Officer is responsible for reviewing, analyzing, and finalizing the programme plan and its revisions, ensuring legislative mandates are translated into program budgets. This includes preparing and reviewing cost estimates, budget proposals, and financial implications for various UN operations. The role involves managing budget implementation, monitoring expenditures, administering extra-budgetary resources, and authorizing payments. Additionally, the officer manages financial operations, approves obligations, prepares financial reports, ensures accurate accounting and internal controls, and supports the development of new accounting systems. The position also involves providing guidance and training on financial policies and procedures.
Responsibilities
Key responsibilities include: Programme Planning: Reviewing and finalizing the programme plan and revisions, providing support to intergovernmental bodies, and ensuring legislative mandates align with program budgets. Budget Preparation: Analyzing and finalizing cost estimates and budget proposals for departments and peacekeeping operations, ensuring compliance with mandates, and assessing financial implications for governing bodies. Budget Administration: Issuing allotments, authorizing sub-allotments, managing budget implementation, monitoring expenditures, and administering extra-budgetary resources. This includes authorizing payments to governments for claims and preparing budget performance reports. Finance Management: Overseeing financial operations, approving obligations and expenditures according to UN regulations, analyzing accounts, preparing financial reports, and ensuring accurate accounting and internal controls. The role involves preparing financial statements for audit and responding to audit observations. General Duties: Providing financial and budgetary advice and training, participating in inter-departmental meetings, researching policy changes, and drafting reports and official documentation.
Work Experience
A minimum of seven years of progressive experience in accounting, finance, budget, or business administration is required. Experience with IPSAS/IFRS for financial statement preparation and extensive experience in drafting complex financial reports are also required. Experience with audit observations and user guidance is desirable.
