Organizational Context
The Programme Management Officer position is within the Programme Management Support Section (PMSS) of the United Nations Mine Action Service (UNMAS), part of the Department of Peace Operations (DPO) in New York. UNMAS, established in 1997, works to eliminate threats from mines and explosive remnants of war by coordinating UN mine action, leading country-level responses, and developing standards and policies under UN legislative mandates.
Job Purpose
The Programme Management Officer will support the development, implementation, and evaluation of assigned UNMAS programmes and projects. This role involves monitoring and analyzing project progress, identifying issues, and proposing solutions. The officer will research and present information on diverse sources related to programmes and countries, assist in policy development, and prepare various written outputs such as background papers, donor proposals, and reports. Additionally, the role includes providing substantive support for meetings, conducting outreach activities, leading field missions, and coordinating budget and funding activities. A key aspect is collecting and analyzing data to provide insights for planning and decision-making, utilizing data visualization methods.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of programmes/projects, monitoring progress, and identifying corrective actions. The role involves researching and analyzing information from various sources, assisting in policy development, and preparing written outputs like background papers, donor proposals, and reports. The officer will provide substantive support for meetings and conferences, conduct outreach activities, and deliver presentations. Field missions, including guidance and drafting mission summaries, are also part of the role. Coordination of budget and funding activities, including financial statements and reports, is essential. Furthermore, the position requires collecting and analyzing data to identify trends and provide insights for data-driven planning and decision-making.
Work Experience
A minimum of five years of progressive experience in project or programme management is required. At least two years of experience in programme management within mine action, security sector reform, stabilization, or humanitarian response is also required. Experience in budget and financial management is desirable.
