Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The role is situated within the Economic and Fiscal Policy Unit of the Finance and Economics Branch in Geneva.
Job Purpose
This role leads the formulation and implementation of the Branch's substantive work program, focusing on economic and fiscal policy as drivers of environmental sustainability. It involves spearheading economic policy analysis and recommendations aligned with UNEP's medium-term strategy for climate, nature, and pollution outcomes. The position also leads UNEP's work on public finance and fiscal policy, engaging with international financial institutions to direct funding towards high-impact economic sectors. This includes developing outreach strategies, providing analytical and country support, and ensuring coordination with private finance initiatives. The role also encompasses management, administrative tasks, resource mobilization, and advising senior management on strategies and policies.
Responsibilities
Key responsibilities include leading UNEP's analytical, outreach, and advocacy efforts on economic and fiscal policy for environmental sustainability, including strategizing and spearheading policy analysis. The role involves leading work on public finance and fiscal policy, engaging with international financial institutions to direct financing towards transitioning high-impact economic sectors. Management duties encompass overseeing programmatic and administrative tasks, budget preparation, performance reporting, staff supervision, and resource mobilization. Additionally, the role involves advising senior management, assisting in work program development, consulting with international institutions, coordinating reports for inter-governmental bodies, and leading the organization of meetings and workshops. The position also requires leading data collection and analysis efforts to inform planning and decision-making.
Work Experience
A minimum of ten years of progressive professional experience in environmental/resource economics, fiscal/economic policy, or macroeconomics policy analysis is required, with at least five years at the international level. Experience in coordinating multi-stakeholder groups on economics or public finance/fiscal policy is also required. Experience managing a team of over 10 people, data analytics, and relevant publications are desirable.
