Organizational Context
This Programme Management Officer position is within the Programme Planning, Data Analytics and Reporting Unit of the Programme Support and Management Service (PSMS) at the United Nations Conference on Trade and Development (UNCTAD) in Geneva. The role reports to the Lead of the Unit, contributing to the organization's strategic planning and reporting functions.
Job Purpose
The Programme Management Officer is responsible for supporting the organization's programme planning, monitoring, data analysis, and reporting functions. This includes assisting in the development and implementation of the annual programme plan, servicing intergovernmental meetings, and conducting research and analysis. The role involves supporting policy development, managing data for the UNCTAD Management Information System, and preparing various written outputs. Additionally, the officer will undertake outreach activities, conduct training, participate in field missions, and coordinate budget and funding activities. A key aspect is collecting and analyzing data to provide insights for data-driven planning, decision-making, and reporting, ultimately supporting the Lead of the Unit.
Responsibilities
The Programme Management Officer supports the development and monitoring of the organization's annual programme plan, identifying issues and proposing solutions. Responsibilities include substantive servicing of intergovernmental meetings, conducting consulting assignments with substantive divisions, and facilitating workshops. The role involves researching, analyzing, and presenting information from diverse sources, and assisting in policy development. Data collection and analysis for the UNCTAD Management Information System, including survey design and interpretation, are crucial. The officer will prepare written outputs such as background papers and reports, conduct outreach activities and training, and participate in or lead field missions. Coordination of budget and funding activities, including programme/project preparation and reporting, is also required. A significant duty is collecting and analyzing data to identify trends and provide insights through visualization for planning and decision-making.
Work Experience
A minimum of five years of progressively responsible experience in project/programme management, strategic planning, evaluation, or administration is required. At least two years of experience within the UN or a comparable international organization in programme planning and budgeting is essential. Experience servicing intergovernmental meetings is desirable. Two years of experience in data analytics and ERP applications (e.g., Umoja modules) or Power BI for reporting, and experience supporting organizational performance reviews, are also desirable.
