Organizational Context
The Global Strategy and Policy Division, within the UN Secretariat's Department of Management Strategy, Policy and Compliance, serves as the central authority for human resources management. It develops strategies, policies, and tools to attract, develop, and retain a diverse global workforce, fostering engagement and leadership. This role supports the end-to-end talent management lifecycle.
Job Purpose
The Senior Human Resources Assistant provides high-level operational and technical support in administering salaries, allowances, duty station attributes, and staff entitlements. This role ensures accuracy, compliance, and timely implementation of policies from the International Civil Service Commission (ICSC) and UN Staff Regulations and Rules, translating them into the Umoja/ERP system. Key functions include managing salary and allowance data, updating scales, processing pensionable remuneration, configuring duty station attributes, supporting ERP reference tables, and assisting with policy interpretation and client support. The position contributes to the effective and equitable administration of human resources for Secretariat staff.
Responsibilities
Administer salaries and allowances by reviewing data submissions for accuracy and compliance, processing updates to Post Adjustment indices and Rental Subsidy Thresholds, and updating various salary scales (Professional, Field Service, General Service). Maintain dependency, mobility, hardship, language, and danger pay entitlements. Update pensionable remuneration scales and salaries for senior officials. Act as a focal point with ICSC for duty station configurations, analyzing attributes affecting staff benefits and allowances, and updating danger pay and Daily Subsistence Allowance (DSA) rates. Support the maintenance of Umoja/ERP reference tables for salaries, allowances, and duty station attributes, and recommend system enhancements. Supervise the collection of official holidays and the creation/updating of work schedules. Process escalated requests for entitlements and exceptions, conduct HR policy research, and prepare reports. Provide guidance and supervision to junior staff, contributing to quality assurance and operational continuity.
Work Experience
A minimum of 10 years of progressive experience in HR management, compensation, benefits administration, or related fields is required (8 years with a university degree). Experience in data analysis, HR advisory, using Excel/Word, online research, database management, and ERP systems (like Umoja/SAP) is essential. Experience with recruitment, information systems management, and HR policy is desirable.
