CHIEF OF SECTION, AUDIT - Temporary Job Opening
Organizational Context
The ICT Audit Section within the Office of Internal Oversight Services (OIOS) in New York seeks a Chief of Section. This division provides assurance and advisory services to all UN Secretariat entities, including departments, regional commissions, peace operations, and select funds and programmes, reporting to the Director of IAD.
Job Purpose
The Chief of Section, ICT, is responsible for overseeing the annual risk assessment of a client portfolio and ensuring current risk registers. This role involves developing and implementing the Section’s strategic goals, objectives, and audit work plans. The incumbent will plan, organize, direct, and coordinate multiple concurrent audit engagements, managing human and financial resources. Key responsibilities include defining audit scope, providing leadership and direction throughout all engagement phases to ensure compliance with OIOS and global internal audit standards, and reviewing audit reports. The role also involves empowering staff, providing technical guidance, leading complex audits, analyzing audit standards for consistency, and monitoring recommendation implementation. The Chief will liaise with other UN audit functions and maintain positive relationships with auditees and oversight bodies.
Responsibilities
Oversee annual risk assessments and maintain client risk registers. Develop and implement the Section’s medium and long-term goals, objectives, and annual audit work plans. Plan, organize, direct, and coordinate teams for multiple concurrent audit and advisory engagements. Manage the Section’s human and financial resources. Define the broad objectives and scope for each engagement. Provide direction and leadership throughout all phases of audits and advisory services, ensuring compliance with OIOS and global internal audit standards and budget adherence. Review working papers and engagement communications, including audit and advisory reports. Empower and challenge staff, providing guidance on technical and administrative matters. Lead sensitive and complex audits and advisory engagements. Analyze internal audit guidelines and standards to ensure consistency and adequacy of practice. Lead data collection and analysis efforts to identify trends for data-driven planning and reporting. Review and recommend improvements to administrative issuances and financial rules. Monitor the implementation status of audit recommendations. Liaise with internal audit functions of other UN organizations. Establish and maintain positive relationships with auditees and other oversight bodies. Perform other tasks as assigned by the Director of IAD.
Work Experience
A minimum of ten years of progressive professional experience in audit is required, with at least five years focused on auditing enterprise resource planning systems and complex ICT operations, including ICT security and infrastructure. Experience in analyzing large datasets to identify anomalies and trends using contemporary data analytics tools (e.g., Excel, IDEA, Power BI, Python, Tableau) is also required.
