Job Purpose
This consultancy aims to support Mongolia's national review of its ageing policies and the MIPAA, in preparation for the Fifth Review and Appraisal. The role involves building capacity within government agencies, contextualizing a digital literacy toolkit for older persons to improve their digital inclusion, and drafting a paper on active longevity centers. The ultimate goal is to contribute to the effective implementation of MIPAA and the 2030 Agenda for Sustainable Development, ensuring older persons are not left behind in the rapidly ageing Asia-Pacific region.
Responsibilities
The consultant will support the designated ageing focal point in Mongolia to complete a review of ageing policies and the voluntary national review of MIPAA. Key duties include building the capacity of line ministries and agencies, contextualizing the ESCAP digital literacy toolkit for older persons to enhance digital inclusion, and drafting a paper on active longevity centers. This involves coordinating with relevant ministries and stakeholders to collect data, facilitating meetings, supporting the drafting and finalization of survey responses, and organizing validation consultations. The consultant will also pilot and finalize the localized digital literacy toolkit based on feedback.
Work Experience
A proven track record in policy-focused research and consultancy on population ageing and the situation of older persons at the national level is required. Experience working with international organizations on related projects or publications is also necessary.
Skills
Excellent analytical, written, and social communication skills. Understanding of population ageing, MIPAA, and the 2030 Agenda for Sustainable Development. Familiarity with the local context and fluency in English and the local language.
