Organizational Context
This position is within the Communications and Public Mobilization Section, External Outreach Service of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The incumbent reports to the Chief of the Communications Section, contributing to the office's external outreach and public information efforts.
Job Purpose
The Public Information Officer, leading the Editorial Unit, is responsible for the strategic planning, development, and implementation of complex, multi-platform communication campaigns for OHCHR. This includes leveraging emerging technologies like AI for content production and multimedia storytelling to enhance the reach and impact of the office's communications. The role involves advising management on public affairs, building strategic partnerships, serving as a liaison with media and other organizations, and producing diverse communication products. The officer also evaluates campaign effectiveness, reports on UN developments, represents the organization, and manages the day-to-day operations and staff of the editorial unit.
Responsibilities
Lead the strategy, planning, development, and implementation of large-scale, complex communication campaigns across multiple platforms and formats. Identify, evaluate, and integrate emerging communication tools, technologies, and formats, including AI-assisted content production and digital-first approaches. Provide expert advice and support to management and staff on public affairs, methods, and approaches, proactively resolving communication issues. Develop strategic partnerships with key stakeholders to enhance promotional objectives and serve as a primary liaison with media, governmental bodies, and other organizations. Oversee the creation of diverse information and communication products for major campaign initiatives. Evaluate the results and impact of communication activities, reporting on relevant developments, trends, and attitudes concerning the UN. Represent the organization at meetings and conferences, deliver presentations, and organize public events. Coordinate and direct public information staff, mentoring junior officers and managing the unit's substantive and administrative activities.
Work Experience
A minimum of seven years of progressive experience in public information, journalism, international relations, or public administration is required. Experience with AI and digital communication technologies, managerial experience, and work within the UN system or other international organizations are desirable.
