Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP) is part of the UN Secretariat. Its Information and Communications Technology and Disaster Risk Reduction Division (IDD) focuses on deepening regional connectivity through ICT infrastructure development in Asia and the Pacific, guided by the Asia Pacific Information Superhighway (APIS) initiative and its Action Plan.
Job Purpose
This consultancy role supports project officers within ESCAP's IDD in implementing key projects focused on digital transformation and regional connectivity. The consultant will lead the implementation of initiatives such as 'Clean Air for Sustainable ASEAN (CASA)', a cross-border data sharing platform, and the 'Asia-Pacific Information Superhighway' action plan, with specific emphasis on digital financial inclusion. The role also involves leading training programs on AI policy and applications, contributing to flagship reports on digital transformation, and coordinating project activities, including partner engagement and event organization.
Responsibilities
Lead the implementation of projects including 'Clean Air for Sustainable ASEAN (CASA)', a cross-border data sharing platform, and the 'Asia-Pacific Information Superhighway' action plan, focusing on digital financial inclusion. Supervise training programs on AI policy and strategy. Draft, edit, and deliver analytical reports and contribute findings on AI and network infrastructure trends to the 'Asia Pacific Digital Transformation Report'. Coordinate and facilitate project activities, including partner engagement, agreement preparation, and the organization of meetings, workshops, and other project-related events. Assist other officers with various activities as needed.
Work Experience
Requires 5-7 years of relevant work experience in the Information and Communications Technology (ICT) sector within the Asia region.
Skills
Project implementation, training program supervision, analytical report writing and editing, trend analysis (AI, network infrastructure), coordination and facilitation, partner engagement, event organization, knowledge of digital transformation and regional connectivity initiatives.
