PROGRAMME MANAGEMENT OFFICER
Organizational Context
This position is within the Innovation & Analytics Hub of the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. The Hub leads the office-wide digital transformation strategy and supports OHCHR in data analytics, human rights statistics, foresight-enabled early warning, prevention, and applied innovative technology. The Programme Management Officer reports to the Chief of the Hub.
Job Purpose
The Programme Management Officer will support the Innovation & Analytics Hub in its mission to lead digital transformation and advance data-driven initiatives within OHCHR. This role involves participating in the development, implementation, and evaluation of programmes and projects, monitoring progress, and identifying solutions to challenges. The officer will conduct research, assist in policy development, and prepare various analytical and written outputs. Key contributions include supporting governance meetings, conducting outreach and training, leading field missions, coordinating budget and funding activities, and utilizing data visualization methods to inform planning and decision-making. The role is crucial for enhancing the Hub's capacity and impact in innovative technology and data analytics for human rights.
Responsibilities
The Programme Management Officer will be responsible for the full lifecycle of assigned programmes and projects, from development and implementation to evaluation. This includes monitoring progress, analyzing performance, and identifying and resolving issues. The role involves conducting research and analysis in collaboration with technical teams, assisting in the development of business and technical requirements, and supporting policy development. Responsibilities extend to designing data collection tools, analyzing survey responses, and preparing various written outputs such as background papers and reports. The officer will provide substantive support for meetings and conferences, conduct outreach activities, and deliver training. Additionally, the role entails coordinating budget and funding activities, preparing financial reports, and collecting and analyzing data to provide insights through data visualization for informed decision-making.
Work Experience
A minimum of five years of progressive experience in project or programme management is required. This includes at least two years managing digital or innovation projects, coordinating multidisciplinary teams, and tracking deliverables. Experience in business analysis, requirements elicitation, and process mapping is essential. Desirable experience includes applying agile methodologies, using issue tracking tools, and developing partnerships and resource mobilization efforts.
Skills
Proficiency in project/programme management, research, data analysis, and policy development. Strong analytical, conceptual, and evaluative skills. Ability to conduct data collection and interpret findings. Competence in planning, organizing, and managing priorities. Client-oriented approach with strong partnership-building skills. Experience with digital transformation, innovation projects, business analysis, and data visualization is beneficial.
