Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. The Ecosystems Division provides technical assistance and strengthens environmental management capacity, particularly in crisis-affected regions. This role is within the Disasters and Conflicts Branch in Kyiv, Ukraine.
Job Purpose
This Senior Programme Management Officer role is crucial for developing, implementing, and evaluating environmental programmes and projects, particularly those addressing the environmental dimensions of disaster risk reduction, nature-based solutions, and industrial risk prevention. The position involves leading research, policy development, and strategic engagements to enhance UNEP's influence. It requires directing technical assistance, managing outreach activities, and fostering partnerships to mobilize resources and ensure effective programme delivery in complex environments. The role also emphasizes data-driven planning and decision-making to achieve UNEP's mandate.
Responsibilities
Lead the development, implementation, and evaluation of assigned environmental programmes and projects, overseeing subordinates and ensuring adherence to timelines and objectives. Coordinate policy development, conduct research, and prepare evaluations and studies, focusing on disaster risk reduction and nature-based solutions. Manage outreach activities, including training workshops and presentations, and provide substantive support for meetings and conferences. Direct technical assistance delivery in countries, guide consultants, and oversee budget and funding coordination. Serve as a spokesperson, establish partnerships, and ensure effective staff supervision, development, and mentorship. Drive data collection and analysis for informed planning and decision-making.
Work Experience
A minimum of ten years of progressive experience in environmental project and programme management at the country or local level is required. This includes at least three years of experience in environmental emergency response and assessments in humanitarian, fragile, or conflict contexts. Experience in fundraising, with international organizations, and in data analytics is desirable.
