Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Ozone Secretariat, hosted by UNEP in Nairobi, facilitates the implementation of the Vienna Convention and its Montreal Protocol. This role operates under the overall supervision of the UNEP Executive Director, contributing to the effective functioning of these critical international environmental agreements.
Job Purpose
This role serves to provide expert thematic advice and high-level negotiation support to parties of the Montreal Protocol and Vienna Convention. It involves organizing international meetings, delivering policy-level statements on ozone-related issues and synergies with other Multilateral Environmental Agreements (MEAs), and fostering diplomatic links with governments and international organizations. The position is crucial for maintaining functional reporting systems on controlled substances, analyzing data to identify non-compliance, and developing strategic work programs for the Ozone Secretariat. The incumbent will lead team efforts in data analysis for planning and reporting, and contribute to the overall management strategy and resource allocation of the Secretariat, ensuring the effective implementation of treaty decisions and fostering collaborative actions.
Responsibilities
Provide expert thematic advice and consultation to parties, technical bodies, and stakeholders of the Montreal Protocol and Vienna Convention through various communication channels. Conduct high-level negotiations to expedite treaty implementation and decisions. Organize international meetings, including subsidiary bodies and workshops, ensuring strategic planning and stakeholder consultation. Deliver policy-level statements on ozone layer issues, MEA synergies, and related topics at international forums. Cultivate diplomatic relations with government officials and international organizations, establishing partnerships to explore synergies and collaborative actions. Maintain and enhance functional reporting systems for controlled Ozone Depleting Substances (ODS), analyze data from parties, identify non-compliance, and prepare reports and action plans. Review and manage the Secretariat's work program, coordinating actions with implementing organizations. Agree on substantive meeting agendas in consultation with treaty bodies and coordinate with host governments and partners. Participate in assessment processes, providing organizational and substantive support to assessment bodies. Develop and implement the Ozone Secretariat's management strategy, providing leadership and managing resources. Lead team efforts in data collection and analysis to support planning, decision-making, and reporting.
Work Experience
A minimum of 15 years of progressive professional experience, including national-level work linked to international environmental processes, and at least 5 years at the international level. Required: Experience in facilitating and moderating intergovernmental processes and knowledge of the Montreal Protocol. Desirable: Experience within the UN system or other international organizations, handling multidisciplinary tasks, leading specialist teams, and data analytics.
