Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Ozone Secretariat, hosted by UNEP in Nairobi, serves the Vienna Convention and its Montreal Protocol. This role is situated within the Ozone Secretariat, reporting to the Senior Legal Officer.
Job Purpose
This Programme Management Officer role within the Ozone Secretariat is crucial for advancing the implementation of the Montreal Protocol. The incumbent will lead technical work on critical issues such as energy efficiency, refrigerant management, and climate change mitigation in cooling systems. Responsibilities include identifying emerging technical and policy challenges, advising stakeholders, and preparing essential materials for parties. The role also involves fostering international cooperation by building partnerships, identifying synergies with other environmental agreements, and representing the Secretariat in various forums. Furthermore, the position supports the Implementation Committee by preparing documentation, making presentations, and facilitating communication with parties and implementing agencies, ensuring effective compliance with the Protocol.
Responsibilities
Lead the Ozone Secretariat's technical work on key environmental issues including energy efficiency, life-cycle refrigerant management, equipment disposal, and climate change related to cooling. Identify and track emerging technical and policy issues pertinent to the Montreal Protocol's implementation. Advise Secretariat colleagues, parties, and stakeholders on technical and policy matters concerning assigned Protocol issues. Prepare briefing and information materials for parties and stakeholders. Foster international cooperation by identifying linkages with other multilateral environmental agreements and related processes, and participating in knowledge-sharing initiatives. Represent the Secretariat at internal and international meetings. Support the Implementation Committee by preparing documentation, presenting on agenda items, and communicating with parties and relevant agencies regarding the non-compliance procedure. Service diplomatic conferences by drafting and reviewing documents and supporting negotiations. Analyze data to identify trends and provide insights for planning, decision-making, and reporting.
Work Experience
A minimum of seven years of relevant work experience in environmental project/programme monitoring and evaluation is required. Four years of experience working with a government on Montreal Protocol implementation or with an intergovernmental entity supporting the Protocol is desirable. Experience in evaluation, research, project management, and strategic planning within the UN system or a similar international organization is also desirable, as is at least two years of experience in data analytics.
