Organizational Context
The Resident Coordinator (RC) system, established by the UN General Assembly, ensures the coordination of UN development system entities at the country level. The RC is the highest-ranking UN representative, leading UN Country Teams and ensuring accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. The RC reports to the Secretary-General and the host government, focusing on sustainable development and poverty eradication.
Job Purpose
The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to coordinate operational activities for development. This role is crucial for implementing the UN Sustainable Development Cooperation Framework and advancing the 2030 Agenda. The RC fosters engagement with governments, civil society, and partners to address national needs and SDG challenges. They advocate for UN values, promote human rights and gender equality, and catalyze collective UN action. The RC also oversees system-wide accountability, manages financing instruments, and ensures effective communication and strategic partnerships to achieve sustainable development goals and leave no one behind.
Responsibilities
The Resident Coordinator represents the UN at the highest levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. They lead the UN Country Team in developing and implementing the UN Cooperation Framework, coordinating system-wide support, and mitigating risks. The RC advocates for UN values, human rights, and gender equality, while forging strategic partnerships at national and sub-national levels. They leverage UN system expertise to address SDG gaps and ensure alignment with national priorities. Responsibilities include overseeing country financing instruments, leading normative agenda engagement, fostering collaboration, facilitating access to resources, and enhancing strategic communication. The RC also coordinates security as the Designated Official, promotes staff learning, and manages the Resident Coordinator's Office.
Work Experience
Over 15 years of international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience is mandatory. Senior-level inter-agency coordination experience may substitute for RC experience. Experience with stakeholder coordination, humanitarian operations, representation, negotiation, political analysis, and security accountability is desirable.
